Your Troy Bilt mower comes at a rated horsepower and RPM--revolutions per minute--but with a few adjustments you can increase both of these ratings and speed up the engine. Maximum airflow, crankshaft speed and maximum compression are the three key areas for achieving optimal engine speed. The only component that by altering will void your engine warranty is removing the crankshaft speed brake on the engine called the governor.

Air filter
Allow the engine to cool down for an hour after running so you don't burn your hand.
Grab and shake the muffler. If it is loose to any degree, the compression of the engine will lower drastically. Tighten the two bolts that hold the muffler onto the side of the engine block, using the proper sized wrench.
Remove the air filter cover from the side of the engine with the proper-sized wrench. Replace the dirty air filter with a new one and tighten the air filter cover back into place.
Remove the flywheel shroud from the top of the engine. The cover is screwed into the engine block with eight bolts. Use the proper-sized sockets to remove the shroud. Pull the cover off to reveal the flywheel and the governor bolted next to it.
Unscrew the bolt that holds the square governor flap next to the flywheel. Use the proper-sized socket to remove the bolt.
Unhook the governor linkage from the eyelet on the throttle at the top of the carburetor.
Replace the shroud onto the top of the engine and tighten .
