The brake band on a Stihl 028 chainsaw attaches to the rear of the clutch assembly. The band then winds around the clutch where it is attached to a spring. This spring connects to the front hand guard, which when pushed forward activates the chain brake. Since the clutch spins at such high speeds, these bands tend to wear out quickly, and because it is such an important safety feature, you don’t want the band to be too thin to stop the chain.

Piston locking strip
New E-clip
Loosen the bolts holding the chain sprocket cover in place. Lift off the sprocket cover, bar and chain. Pull the black handle on top of the saw backward to disengage the brake.
Pry off the E-clip, which holds the clutch drum in place. Remove the E-clip and the washer. Pull out the clutch drum, sprocket and needle roller bearing from the crankshaft stub.
Unscrew the slotted nut, on top of the engine, just beside the starter handle, which holds the shroud in place over the spark plug, using the Allen wrench. Remove the shroud. Disconnect the spark plug boot from the end of the plug.
Disengage the spark plug by unscrewing it with the socket wrench. Pull the plug loose and, in its place, insert the piston locking strip. Attach the socket wrench to the bolt holding the clutch in place. Unscrew the bolt clockwise: a reverse thread.
Push the black handle forward to engage the chain brake. Unscrew the side plate next to where the clutch sat. Take out the chain brake cover screws using the Allen wrench. Take the chain brake cover off.
Pull the brake spring off the anchor pin in the rear. Disconnect the spring from the bell crank at the front of the spring. Pry the brake band loose from its seat with the flat tip of the screwdriver. Disconnect the brake band from the bell crank. Discard the unusable brake band.
Seat the brake band around the clutch assembly area. Press the band down firmly into the recessed area. Hook the brake spring back onto the bell crank. Pull the brake spring back and hook it onto the anchor pin using the screwdriver.
Set the chain brake cover over the brake spring and band. Tighten down the two screws for the brake cover. Pull the front brake handle back to disengage the break. Reattach the clutch using the socket wrench. Remove the locking strip from the cylinder.
Reinstall the spark plug and boot. Reattach the shroud and the slotted nut on top of the engine. Set the needle roller bearing, sprocket, clutch drum and washer back on top of the clutch assembly. Anchor the clutch parts with a new E-clip. Reattach sprocket cover, bar and chain.
